JAKARTA, Indonesia (AP) — Lawmakers in Indonesia’s remote province of Papua have thrown their support behind a controversial bill requiring some HIV/AIDS patients to be implanted with microchips — part of extreme efforts to monitor the disease.

Local health workers and AIDS activists called the plan “abhorrent.”

“People with AIDS aren’t animals; we have to respect their rights,” said Tahi Ganyang Butarbutar, a prominent Papuan activist.

But legislator John Manangsang said by implanting small computer chips beneath the skin of “sexually aggressive” patients, authorities would be in a better position to identify, track and ultimately punish those who deliberately infect others with up to six months in jail or a $5,000 fine.

The technical and practical details still need to be hammered out, but if the proposed legislation gets a majority vote as expected, it will be enacted next month, he and others said.

Two of the state of California’s largest health plans have agreed to pay a combined total of $13 million in fines related to their practice of rescinding policies for members after those members became sick. The fines are the largest yet imposed by the state Department of Managed Health Care, which has been focused of late on stopping health plans from reviewing patient applications and canceling policies after the patient begins incurring large medical bills. In addition to the fines, the agreements will require the two plans, Anthem Blue Cross and Blue Shield, to offer new coverage to more than 2,200 beneficiaries. However, the two are not admitting any wrongdoing.

New York City sexually transmitted infection clinics have stopped using oral fluid with OraSure Technologies‘ OraQuick Advance Rapid HIV 1/2 Antibody Test because of an increased rate of false positives, Bloomberg reports. According to city health officials, the rate of false positives from the test rose as high as 1.1% — or about five times higher than the kit’s label claims — over the past eight months (Lauerman, Bloomberg, 6/16). In a statement, the New York City Department of Health and Mental Hygiene said its STI clinics have switched to OraSure’s OraQuick ADVANCE Rapid HIV Test that screens blood (Health department release, 6/18
